Communities of color bear a disproportionately high burden of disability from behavioral health disorders (USDHHS, 2001). The burden cannot be attributable to only a greater frequency or increased severity in these populations but rather a lack of quality care, and in many instances they are the recipients of poorer quality care. Even when communities of color receive mental health services, they are usually of substandard quality and not equal to that of the white population.
