APIAHF's HIV Capacity Building Assistance (CBA) Program has over 15 years of experience as a national provider of culturally and technically competent CBA and technical assistance (TA) to organizations working with high-risk and/or racial/ethnic minority populations. In particular, APIAHF has an established history of providing CBA to entities serving multiple high-risk groups within Asian American, Native Hawaiian and Pacific Islander (AA&NHPI) populations and with men who have sex with men (MSM) of all racial/ethnic populations.
APIAHF's HIV CBA Program is currently funded by the Centers for Disease Control and Prevention (CDC) to provide capacity building assistance to community-based organizations (CBOs) across the United States, including its affiliated territories, who are funded either directly or indirectly through the CDC to provide HIV prevention services. APIAHF's HIV CBA Program is designed to enhance the ability of community based organizations (CBOs) to plan, deliver, monitor, and evaluate effective, evidence-based HIV prevention interventions and strategies. The CBA Program also works with CBO leaders to develop the internal infrastructure (e.g. finance, human resources, governance) to support these interventions and to build lasting organizations.
CBA Services
APIAHF's HIV CBA approach is client-centered and focuses on long-term skills-building and empowerment. APIAHF utilizes cutting edge theories and practices and focuses its diverse methods of delivery around Adult Learning Theory principals.
APIAHF's HIV CBA staff, subcontractors, and consultants are funded by the CDC to provide CBA focused in three main areas:
- Organizational infrastructure and program sustainability (OI-PS)
- Evidence-based interventions and Public Health Strategies (EBIs and PHS)
- Monitoring and Evaluation (M&E)
Across the previously mentioned topic areas, CBOs can take advantage of numerous forms of CBA from APIAHF's staff, subcontractors, and consultants, including:
- One-to-One Tailored CBA
Over a period of up to four months, APIAHF can work with your organization to address a particular challenge or take advantage of a pending opportunity. We may provide a specific CBA service for you (aka technical service) such as facilitating a strategic planning retreat for your staff and board, or we might help coach you (aka technical consultation), through the steps in facilitating a strategic planning retreat. - Trainings and Webinars
APIAHF regularly conducts trainings and webinars. APIAHF has existing training curricula across a variety of topics and can develop or customize a training or webinar for your staff's unique assets, challenges, and skill level. - HIV Resource Center

Requesting CBA
To place a request for Capacity Building Assistance if you are:
A CBO who is directly funded by the CDC to provide HIV prevention services, please talk with your CDC Project Officer (PO) prior to submitting a CBA request. CBA requests are submitted through the CBA Request Information System (CRIS), click here to submit one.
A CBO who is funded by a state or local Health Department (HD), please talk with your HD representative (contract manager) about placing the CBA request for you.
A program that is not funded by either the CDC or an HD, you may place a request through your local HD or speak with us directly.
