What is at Stake?
- The health status of Asian Americans and Pacific Islanders (AAPI). One of the easiest ways to prevent cancer and other health problems is to stop smoking tobacco.
- Relief for families with children – so kids can achieve good health.
Largest Anti-Tobacco Program in World Advances Asian American & Pacific Islander Health Status
- In November 1988, Proposition 99 was approved by California voters, instituting a 25-cent tax on cigarettes and earmarking 5 cents of every cigarette pack sold to fund the California Tobacco Control Program, the nation's longest running and most emulated anti-tobacco program.
- Asian & Pacific Islander Tobacco Education Network was established in 1990 as the first ethnic tobacco education network in California. There are currently 503 members in the Asian & Pacific Islander Tobacco Education Network.
- Since 1990, the rate of smoking for Asian Americans and Pacific Islanders (AAPI) in California has gone down by one-fifth. However, disparities in smoking rates remain.

What Would Proposition 86 Do?
By increasing the cigarette tax by $2.60, Prop 86 would allocate resources for:
- Prevention (42%) , which includes tobacco control & prevention; breast and cervical cancer early detection; asthma prevention & control; colorectal cancer prevention, detection & treatment; obesity prevention, nutrition and physical activity; and the creation of the California Healthy Kids program
- Treatment and Services (52.75 %) , which includes tobacco cessation, nonprofit community clinics, nurse workforce education, loan repayment program to encourage physicians to practice in medically underserved areas in the state. Three-quarters of this account is reserved for the Emergency and Trauma Hospital Services Sub-Account.
- Health and Disease Research (5%) , to be administered by the University of California or the Department of Health Services.
