Fiscal Year 2003 Appropriations Completed
The U.S. Congress finally completed its work on the overdue Fiscal Year (FY) 2003 Federal appropriations bills on February 13, 2003. Fiscal year 2003 started on October 1, 2002. Last month, the House of Representatives and the Senate combined the 11 remaining 2003 appropriations bills into one huge package called an omnibus bill. However, the Senate and House of Representatives passed different versions of the omnibus, threatening to stall the appropriations for an indefinite period. However, a House/Senate conference committee was able to negotiate the differences between the two bills. President Bush signed the final version on February 20.
