Organizational Description:

The Asian & Pacific Islander American Health Forum (APIAHF) influences policy, mobilizes communities, and strengthens programs and organizations to improve the health of Asian American and Native Hawaiian/Pacific Islander (AA and NH/PI) populations. Founded in 1986, APIAHF advocates on issues critical to the health and well-being of our diverse and vibrant communities. We approach our work with the philosophy of coalition-building and developing capacity for AAs and NH/PIs and other, diverse racial/ethnic communities. APIAHF is based in Oakland, CA and has an office in Washington, DC, which primarily focuses on policy and communications.

C4H is a national capacity building program founded in 1993 by APIAHF. We are an interdisciplinary team of public health practitioners and user experience/service designers who come from non-profit organizations, health departments, and community health centers. With human-centered design at the core of our approach, we imagine new possibilities for operating successful organizations and public health programs and then make them real. We aspire to empower our clients with the tools to build healthier communities on the local, regional, and national level.

Position: Program Manager, Capacity Building

Location: Oakland, CA

Reports to: Managing Director, C4H Managing Director

Status: Full-time, Non-Exempt

Position Summary: 

We are looking for a Program Manager of Capacity Building to join our team in Oakland, CA. In this role, you will support a dynamic and creative team as we launch new and exciting distance-based learning experiences for managers of nonprofit organizations. The Program Manager will play a major role in the smooth, effective, and efficient overall management of C4H’s products and services. This role has primary responsibility for day to day management of at least one federal cooperative agreement to provide HIV-related capacity building assistance to community based organizations through distance-based learning experience

Duties and Responsibilities:

Project Management (50%)

  • Design methods to monitor progress towards project goals and objectives
  • Demonstrate high problem solving and analytical skills to predict potential challenges and design interventions to overcome them 
  • Practice effective delegation, time management, and workforce management using project management platforms 
  • Practice basic non-profit program budget monitoring 

People Management (50%)

  • Effectively supervise a team of creative types, demonstrate various styles of supervision at different stages of employment for different people 
  • Demonstrate ability to grow and lead the personal and professional development of individuals and a team
  • Demonstrate effective strategies to respond to and navigate through conflict, change management and burnout. 

Required Qualifications:

  • You have a Bachelor’s Degree, or a minimum of six years of experience in managing teams
  • Minimum of three years of relevant experiencing in increasing levels of responsibility and authority in managing multiple program and grants, including but not limited to monitoring and compliance, program evaluation, and capacity building
  • Demonstrated experience in managing multiple program budgets and contracts 
  • Demonstrated supervision experience  
  • You’re creative and think outside of the box, especially in the context of managing projects within complicated bureaucracies and with government funded projects 
  • You demonstrate confidence in a digital environment and you learn new tech, fast
  • You can demonstrate accuracy in your work
  • You are organized and can demonstrate great attention to details
  • You follow through on tasks effectively and efficiently
  • Your verbal and written communications skills make you stand out 
  • You are proficient in PC and Mac environments and Microsoft Office Suite

Desired Qualifications:

  • Master’s degree or equivalent experience in health, behavioral science, nonprofit management, or related fields or nine years of health related work experience
  • Previous program management/experience and a minimum of three year’s direct experience within community based organizations, health departments, and/or HIV planning groups
  • Direct experience in developing and implementing HIV-related capacity building programs and strategies

The ability to prioritize and re-prioritize multiple tasks is essential. You should demonstrate emotional intelligence, self-awareness, approachability, and a sense of humor! 

  • Solid public speaking, facilitation, training, and writing skills.
  • Knowledge of diverse communities
  • Demonstrated ability to cultivate relationships with staff and board members
  • Ability to effectively represent the program and the agency in the community and to funders
  • Ability to collect/analyze data to make effective program leadership decisions
