 On June 12, 2020, the Office for Civil Rights (OCR) at the U.S. Department of Health and Human Services (HHS) released a Final Rule adopting a number of changes to the Health Care Rights Law (Section 1557 of the Affordable Care Act). The 2020 Final Rule radically reinterprets civil rights protections under the Health Care Rights Law for persons who are limited English proficient (LEP). These include changing who must comply with the law, limiting enforcement of civil rights, and rolling back protections. This fact sheet reviews the 2020 Final Rule and its potential impact.
