This report consolidates and highlights key findings from the responses of 107 CBOs servicing 49 states and jurisdictions. Notably, recent funding cuts and federal policy changes are reducing organizational capacity while simultaneously increasing community need. Key Findings from the Report: Funding Cuts Disproportionately Impact Underserved Populations: For many of the communities these CBOs serve, there is no other organization equipped to help in their language and cultural context. Communities served by only one or two organizations, in states with limited AANHPI CBO infrastructure, face the highest risk of losing access to culturally competent care entirely if those organizations contract or close. Federal Policy Changes Reduce Funding for Needed Health Services: Among the 92 organizations providing preventative care, health education, or wellness services, 75% (69 organizations) reported that these services have been affected by funding cuts. Reduced Organizational Capacity and Increased Fear and Uncertainty: In addition to reduced funding leading to downsizing, if not outright closure, survey responses also indicate that these pressures are generating significant fear, stress, and uncertainty among both CBO staff and the communities they serve. 87% report mental health impact on communities, and 73% report staff fear, anxiety, uncertainty, and low morale. H.R. 1’s Restrictions and AANHPI Communities: H.R. 1’s restrictions affecting certain immigrant populations, new Medicaid eligibility requirements, and expanded Medicaid and SNAP work requirements rank among the changes of greatest concern.

Taken together, the findings paint a stark picture: despite being the backbone of culturally rooted health care delivery, most AANHPI-serving CBOs lack the funding they need to sustain essential services. Key Findings from the Report: Federal Cuts Put Millions at Risk: $1 trillion in new federal budget cuts to Medicaid and health programs could leave up to 17 million people uninsured, with CBOs warning of increased gaps in care and loss of enrollment assistance programs. Language Access in Crisis: Translation and interpretation remain the most underfunded service area, even as demand grows across Asian and non-Asian languages like Spanish, Russian, Swahili, and Amharic. Services Outpacing Resources: While 88% of CBOs serve all age groups, over half report funding gaps in key services, especially mental health care, addiction services, maternal health, and LGBTQ+ health care. Advocacy Undervalued: Only 26% of CBOs have dedicated funding for advocacy, despite urgent needs in areas like language access, racial justice, and health equity. Communities Served Are Expanding: 62% of AANHPI-serving CBOs also now serve Black, Latino, and immigrant communities, demonstrating a shift toward multiracial, multilingual care delivery. Social Determinants Largely Unfunded: Essential services such as digital literacy, housing, food access, and job training remain critically underfunded, limiting CBOs’ ability to address broader health drivers. CBO Resilience is Under Threat: Nearly three-quarters of CBOs cite urgent needs for training in fundraising, strategic planning, and leadership, signaling an infrastructure crisis if flexible funding is not restored.
