The drastic changes to the Affordable Care Act (ACA) will result in confusion, instability and mass disenrollment of vulnerable families across the country. The ACA marketplaces provide essential health coverage to tens of millions of Americans. Over 24 million people obtained Marketplace coverage in 2025, reflecting record enrollment gains over the past decade. AANHPI communities have seen particularly meaningful coverage gains and lower uninsured rates since ACA implementation, with over 1.5 million AANHPI consumers enrolled through HealthCare.gov in recent years.

- Cardiovascular Disease and Stroke

CVD can refer to a number of conditions including stroke, arrhythmia, heart failure, coronary heart disease (heart attack and chest pain), and heart valve problems. CVD is caused by the restriction of normal blood flow to parts of the body due to plaque build-up. When this occurs, aneurysms and clots can cause disorders in the body. Native Hawaiian and Pacific Islanders are 10% more likely to be diagnosed with coronary heart disease than non-Hispanic whites (Office of Minority Health, 2021). There is a 40% higher chance of mortality from heart attacks among South Asians than the average population (Stanford, 2021). Heart disease is the leading cause of death for Filipinos, representing about 32% of all Filipino deaths (U.S. Department of Health and Human Services, 2003).

This proposed rule has significant impacts beyond decisions about immigration status, is outside the scope of DHS’ statutory authority, and cannot be justified.

The healthcare industry was amongst the first to explore AI applications and earlier adopters to deploy AI to scale – from clinical workflows to insurance approvals and other automated applications – utilizing AI at more than twice the rate of the broader economy. [1][2] AI has already transformed the healthcare landscape, and to disregard its impacts, both positive and negative, can only harm patients. With a national network of over 300 community-based organizational partners in 44 states and territories, APIAHF is the nation’s oldest national health advocacy organization dedicated to improving the health and well-being of over 26.4 million Asian Americans, Native Hawaiians and Pacific Islanders (AANHPIs) who would be affected by these technologies.
